The Directorate

The Directorate for Quality and Standards in Education (DQSE) drives its vision, mission and core values through its internal sections. In performing its regulatory role DQSE organizes its work to address the areas of structure, process and outcomes quality in systematic and integrated ways. This approach provides a more streamlined and comprehensive evaluation of quality for the benefit of the educational institutions and the quality of the learning experience for all learners.

The DQSE is made up of two internal sections:

1. The Education Review Section (ERS) which focuses on process quality

2. The Regulation and Compliance Section (RCS) which focuses on structure quality.

Both ERS and RCS contribute to and are equally important to achieve quality of outcomes. Each section focuses on a shared understanding of the concept of quality in educational institutions. Process Quality is linked to process of learning and teaching and evaluates educational practices within the educational institution whereas Structure Quality focuses on regulation and compliance and how the educational institution is designed and organized. Both Process and Structure quality lead to high-quality learning and teaching outcomes for the benefit of all learners. The cohesion between Process Quality and Structure Quality is an important step in the development of a framework for quality assurance as it will help in promoting Quality as a 360° view of the educational experience. This is also reflected in the close collaboration between the teams of professionals forming part of the two sections within the DQSE.​
